The interpretation of this could be anything, but one interpretation that has been used is that from chaos emerged the Creator role with the functions of the ability to create - this is the One.

Then the Creator role produced the functions of the universe - the Created - this is Two.

And from the functions of the universe, copies could then be made for each physical thing - this is Three

We can then contrast this with the next quote where the four greats are probably the levels and layers.  Tao in this context is then the Great work

Tao gave birth to One
One gave birth to Two
Two gave birth to Three
Three gave birth to all the myriad things...........

Within the realm there are four greats
And the ruler is one of them
Man is earth when conforming to earth
Man is heaven when conforming to heaven
He is Tao when conforming to Tao
Let him thus conform himself to the suchness [tzu jan] of things
