The Major Arcana acts like a directing force on a person's life whereas the minor arcana shows the stages along the spiritual path when acted upon by the forces of the Major Arcana and Destiny itself.

The numbering helps to pair Major with Minor Arcana.

We saw that the 10s in the Minor Arcan describe liofe before the spiritual path kicks in.  The first stages of life followed by the ‘calling’, the initial recognition or realisation that the spiritual path beckons. 

And those who live their life by these rules are subject to the Wheel of Fortune - Fate rather than Destiny.
