Artemis is the High priestess in this case.
The bottom picture is very explicit, we have Artemis with an enormous erection covered by an apron waiting for the serpent to strike, meanwhile leto acting as High Priestess pours energy at the base of Artemis's body/spine and the infant cupid/divine love readies to release the final arrow which will send the energy soaring
Notice the use of dots to indicate energy flows - identical to those used in aboriginal paintings and other rock art
