Dopamine functions as a neurotransmitter, activating the five known types of dopamine receptors—D1, D2, D3, D4, and D5—and their variants. Clinically, it is available as an intravenous medication acting on the sympathetic nervous system, producing effects such as increased heart rate and blood pressure. However, because dopamine cannot cross the blood-brain barrier, dopamine given as a drug does not directly affect the central nervous system. To increase the amount of dopamine in the brains of patients with diseases such as Parkinson's disease and dopa-responsive dystonia, L-DOPA/levodopa (the precursor of dopamine), is often given because it crosses the blood-brain barrier relatively easily.

The Carbidopa inhibits DOPA Decarboxylase or DDC - an enzyme important in the biosynthesis of L-DOPA to Dopamine. Used in tandem with L-DOPA , it prevents the conversion of L-DOPA to dopamine peripherally. This reduces the side effects caused by dopamine on the periphery, as well as increasing the concentration of L-DOPA and dopamine in the brain.

Despite this long winded explanation, I think you can see it is aimed at boosting the activity at all dopamine receptors.
